One PayPal order in admin, the other not

I have received two orders, both paid for through PayPal. One used an eCheck that has not been cleared. Their order is showing up in admin. The other paid and their payment has been cleared. However, their order isn't showing in admin. I queried the database and their items are still in their cart. What would cause this to happen?

If you are not using paypal ipn your problem is that the other customer probably did not hit continue after paying you. This results in the order not being entered to the database. I would use PayPal_Shopping_Cart_IPN It is #1753

Is there a query I can run to move this order from the customer's basket to the order database?
