Multiple zones in Per Item Shipping module?

I would like to know if it is possible to set multiple zones in the Per Item shipping, because the dropdown only lets me choose one zone?

 

For example, I would like to charge the same amount per Item to all orders to any country in Europe, but the way I see it works is by first creating a Tax Zone for EACH country so that they will appear on the dropdown list, and then creating a Per Item module for EACH country and assigning that country from the zones dropdown... It would be great to just create a zone called Europe where all european countries are included and just create a Per Item module for Europe.
