Bannig ip and whole countries

ok, I'm tired of idiots loading up their carts and wanting me to ship to jakarta, java or some wierd backward cuntry...I wanna ban them ALL!

 

so anyway I have this at www.mydomain.com/.htaccess

order allow,deny

deny from 193.220.26.

deny from 81.192.0.

deny from 202.51.234.

allow from all

now I'm not clear if this will block them at www.mydomain.com/catalog/? or do I have to put .htaccess in the catalog folder...any help will be much appreciated.
