I am totally a newbie at this please help Yes, simply add this line in the file .htaccess in your web root path deny from ip.add.re.ss where "ip.add.re.ss" is obviously the IP address you want to ban. However, be careful, if you are absolutely certain that the IP is an individual or only coming from (for example) one domain, then it is usually okay. But, if the IP is from an ISP, you may potentially block out thousands of people, for example dialup connections sharing the same IP address.
