Setting User Permissions

I've not been able to find anything anywhere that tells me how to set user permissions on the configure.php files. I assume that is why I haven't been able to connect to the database and probably why when I select 'Catalog' , I see a message telling me that I'm not in a secure mode.

Can anybody tell me what I need to do?

i just went through this same problem. This is what I did by instruction:

 

I went to download.com and searched on ftp, downloaded one of the programs; core ftp lite is what i chose; very easy to use, but there are many more. Once i set it up to reference my website, the files & folders showed in the right frame. If you go to the folder that you want to set the permission for, then you can right click on that folder and select properties. That is where you can change the permissions to whatever you need to. It was VERY SIMPLE and self explanatory to me; A SUPER NOVICE HTML'ER AND OSCOMMERCE USER.
