Cannot Set my Zone

After installing and removing the install directory and all of that, I cannot get my system to work right. All of the items are showing up correctly, and my cart works, until it is time to checkout. The USPS and UPS shipping prices don't calculate because it says my shippers postal code is invalid. When I am in the admin control panel and look at my configuration, under my company (the first item), it won't let me choose my zone. I set it to Kansas, but it won't show up after I update. At the top of this page, I get a WARNING message that there is an error with tep_cfg_get_zone_name in my general.php file. Anyone know why this might be?
