vat not being displayed or added

ok.. have spent an hour on this so far.. and its driving me nuts.. lol

 

have a demo of a site setup at: http://buyatill.8010.co.uk/

 

but the products are not being processed with vat.. have searched the forum to no avail.. and looked through the config trying everything.. but am not getting anywhere..

 

could someone have a look and tell me what i've screwed up?

 

the admin section is open on /admin for now.. till I get the thing working..
