Change the text of the confirmation email?

Hello,

 

Can anyone tell me how to change the content of the outgoing order confirmation emails? Is this DB driven or flat file? I am actually trying to figure out why the order numbers aren't showing up on my confirmation emails to the customers and figured this would be a good place to start.
