Shipping Not Being Charged

I'm setting up a store and for some reason no shipping is being charged. I have installed "flat rate" and "table rate" Neither shows on checkout. I think I'm missing something obvious, but having compared setup to a working store, I'm still not seeing it. Any ideas?

Nevermind.

 

Becasue I'm selling gift vouchers I have to enter a weight for each product or it is considered a virtual product, or something like that. To tired to figure it out exactly, but when I added a weight, the shipping got charged. Client is charging shipping based on price, so weight didn't matter before now.
