Discount on first order?

Would like to install a contribution or code tweak that allows you to give the user a 5% discount on their entire cart if it's their first order. Something to bring people in.

 

Would also like to give free shipping on first order, for instance. Can't dig up anything in search or contributions... thought someone might have a hot tip.

you could give the customer a 5% discount on signup

or send gift vouchers and a lot of other stuff
