Create account prior to viewing contents

My company works in a field that requires strict access to its products.

 

Does anybody know of a way/contribution that will require the reg step to occur prior to viewing contents of catalog.

and as ive just thought of it, a member validation by me(admin) before they have access.

 

Pretty much like:

 

User reg ----->validation -------> account live and able to use catalog.
