This is a potential security risk - please set the right user permissions on this file. I've looked at the wiki and it says to set the permissions to 644 - I've done this but still get the error. server details... FIX: Since you are on a windows box and using IIS, set both configure.php files to read only (644) and that will resolve the message. This is also for any other servers.
