html in header.php all a mess

I inserted my html code into my header.php for my navigation bar which is html and now the background is the color from the html all around the document. I was wondering what would be the right syntax for a table to insert html just at 750 x 200 and nowhere else on the page. I have a feeling the reason the bg is running the whole page is because my table is messed up. I just used the table that had the oscommerce.gif in it and inserted the html there.
