H1 tag or Title tag?

Hi all, my website has been live for about 6 months now, and I am wondering should I be using the H1 tage instead of Title tag for my pages?

if you mean for:

Welcome to Turners Saddlery & Western Wear

it is better for search engines to use <h1></h1>

What about other pages? Such as the categories and products? Should I just stick with the <title></title> or replace all of it with <h1></h1> tags?

i'm confused:

this is correct:

<head>
<base href="http://www.turnersaddlery.com/">
<link rel="stylesheet" type="text/css" href="stylesheet.css">
</head>

what i'm saying is:

<td class="pageHeading"><left>Welcome to Turners Saddlery & Western Wear</left></td>

i would change to:

<td><h1>Welcome to Turners Saddlery & Western Wear</h1></td>
