error when loading images in their directory

When I try to load images in their directory (subcategory in images-folder) then I get the following errors (line 94 of upload) and the imager doesn't load up !

 

Warning: move_uploaded_file(/catalog/images/bike/biker.jpg): failed to open stream: Permission denied in /public_html/catalog/admin/includes/classes/upload.php on line 94

 

Warning: move_uploaded_file(): Unable to move '/tmp/phpLoefxP' to '/public_html/catalog/images/bike/biker.jpg' in /public_html/catalog/admin/includes/classes/upload.php on line 94

 

however I can upload images in the normal way (without sub-categories!)
