They should be based upon relative fact. 1) Was there a support thread included? 2) Were there complete and thorough instructions? 3) Does this contribution require replacement of files, modification of files, or both? 4) Does it require database changes? 5) What language(s) are included? 6) How long did it take to install? etc etc etc. Don't let people give their personal opinion. Although I understand the effects of a negative rating(and have suggested ways round this) I believe a rating system of some sort is needed. Your online success is Paramount. I don't think people would be put off providing new contributions because in this type of open-source community getting new ideas is encouraged. For the most part, I have been pleased with the contributions I've installed that doesn't mean I haven't run into conflicts, missing files, non-defined language text, etc. I just take note of it and move on. As soon as I get done w/this installation I'm planning to upload these changes. My vote is an overwhelming yes. And I agree w/the person who said it should be based on fact.
