Another dumb question - database server

I'm on the installation php.

I have no idea what it means by "database server"...is it just my domain name (and the login ID and passwords are those for my domain name) or a directory within the catalog or something else?

I'm not being lazy, I have searched for the answer.

Help please and thanks in advance,

Before starting the installation, you have to dreate an empty database in MySQL and the database server is usualy localhost and user and password are the one from that database you have created

Hmm...maybe that didn't fix it.

My ISP supports both MySQL and CGI/PHP. In my server/ domain's root directory structure I have a mysql directory and the following files: -

.htaccess

.htpassword

dbexample.asp

dbexample.php

dbexample.cgi

I have downloaded WINMySQLAdmin to my WindowsXP laptop.

Is it advisable to have WINMySQLAdmin on my ISP's server (either for installation or later maintenance)?

My biggest stumbling block though is working out how and where to create an empty database?

How as in, do I use a php script or WINMySQLAdmin?

Where, as in, on my laptop and then upload to the server or directly onto the server? :(

I'm sure the answer's obvious...just not to me (not yet anyway).
