OSC Affiliate modification - anyone done this?

I'd like to implement a "refer-a-friend" program on my site. Basically, individual customers can refer friends to the site and earn commissions or credits for any purchases their friends would make. I'm thinking this can be done with a few mods to OSC Affiliate or another affiliate contribution. We'll also install a standard affiliate program for commercial website affiliates. The two can either work together off the same code, or can be installed separately.

Note that the program should have two "tiers". Has anyone done something like this? I don't suppose there's an existing contribution that already does this?
