2 things: customize email and Tax not showing up

Can someone help me with my shopping cart? I am having problems with 2 sections.

 

;) 1) The tax is not showing up when customers check-out

 

I have the localized tax zones configured as follows:

 

Tax zones: Alberta

-> click on the folder Country = Canada

Tax classes: GST

Tax rates: 7.00%

 

Modules

I have all the modules listed in order

 

Sub-Total 1

Shipping 2

Low Order Fee 3

Tax 4

Total 5

 

:( 2) How do I customize the email that automatically get sent when new customers signup?

 

 

Any help would be greatly appreciated.
