Create_account.php modification

Does anyone know how do I change the modification on this page so that the postal code text box appear after the city so it would fit with the U.S. style?

 

I tried to change the location of the two in the file both in english and catalog folder but it doesn't the work. The English folder even gives me an error msg.

 

How do I go about to change this?
