Zone Rate Shipping Problems

I have been searching through the past topics and cant find one that helps with my problem, if there is one there, sorry. I have updated my zone number to 5 and added the countries and shipping rates into the appropriate zones. When I try to do a test buy product, I get "No shipping available to the selected country". I have went back in and made sure the changes were there and all the countries as well as the shipping rates are still there. I have been messing around with it for a while and am unable to figure it out.

 

Any assistance I may receive, would be greatly appreciated.
