Is it possible to put in static links in infoboxes etc (i.e. links to other parts of the website that are static html?) Is it as simple as messing with a few lines of code here and there or what? Sounds like you have built a website before and should be able to figure it out. Keep in mind that the external html file will not open as an OSC page so I recommend that your include TARGET="BLANK" in you link so that it will open in a new page.
