Customers and taxes problems

Goodmorning i am from greece.

I have a serious problem in my shop :(

recently i was install a module , called Admin access levels..i had get a backup from directory and from database.I didn't like the module so i was try to restore my database and directory too..and the problem was started

 

From now on..my customers they can buy a product at price without taxes, why? if you logout as customer and enter at http://shop.axd.gr as guest the product price is just fine eg: 67euro +18% taxes

but if you login as registered customer , the users see only the 67euro .If you continue the ordering,the final order is finish with 67 euro:(

Maybe the restoration was incorect :( i was open my database with MYphpadmin and in tax_rates i was see that zones_id is set to 4 , greece is set as 4 under languages and english as 1

 

if i try to change manual the tax_rates from 4 to 1 the calculation is working both for guest users and registered , but why ? what was wrong? i've just backup my database from admin tool and then restore it with

 

mysql shop < db_stringdate.sql -u root -p

 

and no error occured :( please help me i don't know what i have to fix now to work propertly..an other problem is exist but this time with order! a registered user stop in final order at stage2 couse no shipping method exist(now) if i log in admin tool admin->modules i have enable the Cash on delivery and Check / money order both of them are set as Greece in Payment zone..if i try to select --non-- at payment zone for each of them then IT WORKS :(( but why??? before my backup it was work with Greece Payment Zone , and also my taxes too :(( i can't understand..any help will be ok , i was searching for over 12 hour over there but nothing.
