"not authorized to view" in IIS 5.1

Hi all - Apologize for having the most basic problem, but here goes:

 

I have asp working on my IIS installation, so I know the app server is running. But when I copy catalog into inetpub/wwwroot and then go to "http://localhost/catalog/install" I get a "403: not authorized (forbidden)."

If I try to setup the directory like I did for an ASP project, and I copy catalog to another location on my system, and then create a virtual directory ("oscomm" in my situation (by right-clicking, and going to websharing) and giving full script and write and execute access. Then in IE - "http://localhost/oscomm/catalog/install" gives not authorized as well.

 

Any help you could give a newbie would be appreciated.
