New install, error in admin

I have just installed my site again but now I get the error; 'Unable to connect to database server!'.

 

Please help,

Sorry, I get this error when I got to /catalog/admin.

Make sure the /configure.php in /admin and /catalog have the same

database access parameters (localhost,dbuser,dbpassword)

 

Is this an intermittent problem or a permanent one.
