The configuration files do not exist, or permissio

I'm getting this error message:

 

The configuration files do not exist, or permission levels are not set.

 

Which comes with instructions to fix it but I've done them all and I still have it. What should I do?

The file names are configure.php, there are two one in catalog/includes and the other is in catalog/admin/includes you have to chmod them both to 777 so the pathways can be written to them when you input the info. once that part of the install is finished you have to change them back to 644 or you will get errors.
