Weight Zero = Shipping Cost Zero

I thought I could just go into my ups.php and tell it to return zero if shipping was zero, but that doesn't seem to work.

 

I'm using UPS to ship, is there some way I can add a little clause like

 

if(shipping_weight==0) return 0;

 

to the ups.php file?

 

I've already tried, and it acts as if I did nothing.
