Help me copy and make a new module

Hi

 

I wanna copy and remake (modify) the Table rate module in shipping.

and call it cash on delivery.

Since I use the regular table rate for Creditcard payd items.

Now I need to make a new table rate for C.O.D payers since cod adds an extra shipping fee.

 

please help me.
