Problems w/Headers and Modules in Admin

I have just done a fresh install of osCommerce. Catalog is running perfect. But the admin is not doing so well. Here are the two major issues:

 

1. The header titles/column titles are not appearing. Just it's defined state.

 

2. None of the modules are showing up. It's just showing the file path to where they are supposed to be.

 

The following is my configure.php file for Admin and a screen shot of the header titles not showing up and the modules not showing up. If anyone has any ideas I would appreciate it. I've been working on a solution for over a day now and I can't find anything wrong. Thanks.
