Tax Issue

In the initial stages of setting up my cart with tax codes:

 

Philly, PA sales tax is 7.0% where PA sales tax is 6.0%.

 

I'm not sure how to set this up...should I set up a tax code for PA at 6%, and then when a customer orders from Philly orders add the add'l 1% on?
