Shipping configuration

I'm a bit stuck trying to figure out how to implement the shipping rates for my store, and I'm hoping someone with OsCommerce experience can give me the heads up on which method I should look to adapting.

 

I basically have there regions that products will be delivered to:

 

(1) Local Region

(2) North Region

(3) South Region.

 

The basic shipping unit is 12 pcs per case (i.e. carton).

 

Freight is $5.95 per case, or less than full case, anywhere in the North Region; $12.00 per case, or less than full case, anywhere in the South Region; and free in the Local Region for orders of 1 case (though less than 12 piece orders are $2.50 freight per order).

 

I'm getting confused between the flat rate, table and zone style shipping modules, so if someone can give me a clue as to the best method for my purpose I would be certainly appreciate it. Thanks in advance.

Its not your question is to hard or dumb or anything like that. What is required for anyone to intellently answer is a complete understanding of your needs. For instance a more complete breakdown of exactly what you mean by your regions and what criteria defines them. Or are the units per case uniform i.e. 12 to a case? Basically, most of the shipping modules deal primarilly with weight, some weight or order-total. Yet another deals with zones generally defined by zones which are defined in admin. It looks like you are going to have a zone module with a slight change in code.

I would be glad to help if you can give me more info....

Thanks. I would certainly appreciate some help with this. I don't quite understand what you mean by criteria, but the three regions are just "Local" (ie. a city suburban area), then "rest of the North Island" of New Zealand, then the "South Island" of New Zealand.

 

The product is wine, packed 12 to a case.

 

Please let me know what other information you need to better understand my requirement.
