Create Account Loops without saving info

After modifying /catalog/includes/configure.php to point to the correct https server, then restoring protections attempts to register a new account apparently succeed ( no error message) but the user is presented again with the blank account information form ( I did not try past the 3rd iteration).

 

In what may be a related error, attempts to execute /catalog/admmin/index.php fail with the message below:

 

Warning: main(includes/application_top.php): failed to open stream: Permission denied in /var/www/html/catalog/admin/index.php on line 13

 

Fatal error: main(): Failed opening required 'includes/application_top.php' (include_path='.:/php/includes:/usr/share/php') in /var/www/html/catalog/admin/index.php on line 13

 

I have checked the protection on /catalog/includes/ and it is :

Owner: RWE

Group : RE

Other: RE
