SSL for admin site problems

I did not install the site with ssl enabled initially. I have since obtained an SSL certificate and I have the store working as desired. I can go into my admin area with ssl enabled as well. The problem is that every link I click on takes me to an insecure area eg. http:// rather than https://. I have the following configuration under /admin/includes/configure.php:

Is this working as designed? or did I miss a setting somewhere?
