configure.php permission not working

I have seen many topics about the message on the top of that page that says,

 

"Warning: I am able to write to the configuration file: C:/Program Files/Apache Group/Apache2/htdocs/catalog/includes/configure.php. This is a potential security risk - please set the right user permissions on this file."

 

Yet nothing I do works. We are using Windows 2000 and have been trying for 2 days to get the permissions to get rid of this message. We have been so frustrated that we even set every profile to "read only" with no luck. The message says that someone can write to the configure.php file however we have denied access to everyone. You would think that would stop it.

 

We have done so on both configure.php files and are totally confused.

 

Any help would be appreciated.

make an obvious change somewhere and see if the change is immediate:

 

1) try clearing your cache and choosing the "no cache" option in the osc admin

2) is your host upload accepting the file and overwriting it? I've had probs with some hosts that no matter how many times I uploaded a file, it wouldn't overwrite.
