Problems with cookie_usage.php

I have a problem where the cookie_usage.php file is envoked when I try to add something to the cart. I've checked the forum and have seen a lot of similar problems but no resolution of the problem.

 

The thing is I have one install which works fine and a second which does not.

 

The server set-ups are both the same although different machines. the first install was done on the server with the install feature and the second was a clone with an adjusted configure.php. The second also has installed the Cift Voucher system.

 

Can anyone shed any light on this as I really want to avoid the sessions in the URL if I can as the first site does.
