Start with the WIKI documentation:

http://wiki.oscommerce.com

This will just give you a understanding of OSC and basics for how it is setup and layed out. After that depending on the amount and level of chances you want to make will depend on the amount of and level of skill you have. You can do a lot with just chaning the style sheet. Located at /catalog/stylesheet.css

There are tons of websites with good docs to teach you about CSS files (Cascading Style Sheet).

From there you will need some rudamentry knowledge of graphics, and creating and manipilating them. You may want to change your own logo and or buttons, and other images on the site.

Then the next level would be PHP programming knowledge.

Then after all that you may want to look at the OSC Contributes and check out the IMAGES area and the TEMPLATES/THEMES area.

Changing the LnF of OSC is not easy but it is well worth it.
