help needed for USPS module

When I navigate to the shipping module in the admin panel, I click on usps, it shows a zero on the highlighted bar. However the panel on the right shows the plus button that says INSTALL. When I click this nothing happens. I should be able to configure USPS with my password and such.

 

How can I reset this so that it is not partially installed?

 

Can I clear the db at all? If so, what do I do in mysql to clear that table?

 

Any help would be greatly appreciated, this is delaying a release.
