charging percentage according to area

Hello,

 

Is it possible to charge different shipping rates according to an area in where a person lives i.e. I see that I can charge by weight or by price but they are 'set' levels. What I would like to do is ship by percentage of price i.e. the farther they live away from the shipper the higher the percentage per product price.

 

any help would be appreciated, I've never got a response here anyway.
