Departments - Cats - ??Sub Cats??

My product mix is huge (20,000+) and I have it broken into Dept -> Cat -> SubCat so it is easier to find what you are looking for.

 

When I click on a Dept (left menu) it takes me to a Category View (all the cats are shown) then I click on a Cat that has Sub Cats and I get a blank page (where the SubCats should be).

 

Do I need to change something to make the Category page recognize there is another level below it.

 

I made sure that in categories the parent_id is set to the Cat above the SubCat.

You can use Apparel -> Belts -> you would then find Men's or Women's - not happening.
