Shipping and Payment methods missing in admin?

Hi,

 

When accessing the admin shipping, payment and order total options, only a line like:

TEXT_MODULE_DIRECTORY /home/***/***/includes/modules/shipping/

 

appears and it does not list the shipping or payment modules, I have made everything else work on the site, however there is still this one problem.

PHP on the server is running in safe mode, could this have anything to do with the problem?

 

Also when "install" is clicked on that page the following error is given:

Clear out Database and Reinstall
