Some customers don't get charged shipping

I have implemented OSC in my On-line Store (now live,) however, occasionally I have orders that do not show any shipping option selected, or shipping charge. Yet, if I go in and begin an order (as a test,) it won't let me past the shipping screen without selecting a method. (Which is what one would expect!) I am using both UPS and USPS as options. Has anyone else seen this? My shop is:

Sigh! Never mind! (I feel so STOO-pid!) I had set the "free shipping for items over $100.00" on. Pay no attention to the man behind the curtain! (Now if I could just get the leading zeroes in the New England states' Zip Codes to show up in the database... but that is another story!)
