Workaround for Tax/Ship zone problem?

Hi. My first post.

 

I am setting up a friend from Idaho with osCommerce. He wants a percentage rate times the total for the shipping for all the US. He charges tax in Idaho only.

 

In the shipping module, I only see the tax zones displayed as possible choices for shipping zones. That doesn't seem to work. I need a shipping zone that will cover the whole US, including Idaho, and a tax zone that will cover only Idaho. How can I make this work?

 

I thought maybe I could install multiple copies of the percent rate shipping contribution, but then I would need to exclude Idaho from one of the copies, and there doesn't seem to be a way to do that.

The Region Based Rate contribution almost seems to do the trick, but I don't see a way to charge a minimum shipping fee if the percent rate is too low. Maybe I should hack this, but I would have thought there would already be something that could handle this kind of need.
