Payement modules, Zone, eclude 1 country

to have one payement module working only with only one country to just have to specify the zone you want it work..

 

but let say that you want a payement module to work in ALL countries but NOT working only in ONE country.. how shall I do.. do I have to enter every country but the one I don't want or is there a way to exclude one country from the everywhere zone?
