delivery address change

i ran into an odd problem. when i do a checkout, i get to a screen that say "Delivery Information". there is a button on the bottom of the Shipping address box that says "Change Address". when i active this icon, i do NOT get the empty fields that would allow me to make changes to the shipping information. Where would i start to track down the problem?


billing works like a gem. no problems if customer needs to change billing info. so this is isolated to address changes. newbie, so not too technical.
