require captcha for create account

I am having bots create customer accounts on one of my installs.  Around 200+ a day.  I cannot remember how to require captcha for account creation.  Any help on locating it?

ACP -> Settings -> Configuration -> My Store -> Preferred use ReCaptcha

AND

ACP -> Google Settings : Here you can pick between V2 and V3 Captcha.

Had the preferred use setup, but not the google setting key.  I wonder if it was just defaulting then?  It's set exactly the same as the other sites I have and the captcha is working for admnin logins, but still letting customers create accounts without displaying the captcha

Now that I look, my other site are not requiring it for new users, but not getting bot sign ups either.  I just need to stop these since they are several hundred a day. So far no harmfull action taken by them, but still don't want all the bogus accounts created.

recaptcha working for admin login etc, but dont see a way to enable for customer account creation.
