Taxing goods over 175 dollars // but not under

Is there a way to tax orders that are over 175 only? Please let me know asap

I have a website with 400 some products - and about half are clothing. What I can do is make 2 tax classes - one for clothing and one for everything else. Clothing in MASS cannot be taxed unless the total of the order is over $175. Is there a fast, simple way to do this or do i have to hire a php programmer?
