Best method of adding new language

I have tried to import some of the translated language modules, but instead I now consider to do it the following (hard) way:

Take a copy of /english and english.php under both catalog and admin, and then rename these to langxx. Hereafter do the translation of all the files, and of course include the new langage(s) in the admin panel.

Will that be the safest way to do it ?

If you look in the contributions section, some languages have already been created.
