Where should the cache directory go?

I wanted to set the cache feature up, so I had a browse through the forums. However, I found contradicting advice on where the cache directory should go.

 

Once person said put it within the document / public / html directory (i.e. the 'www' directory, whatever the correct name is).

 

The other said to keep it outside.

 

Which is right?

 

Does it make a difference?

 

What are the implications of it being in one place rather than the other?
