Fellow Canadians, please help

Hi,

 

I've tried searching for this answer without success. (I've found threads but the suggestions don't seem to work)

 

In order total my system doesn't charge tax on the shipping. In the admin I've made sure that the shipping is before tax but for some reason it still doesn't work.

 

Is there some code somewhere that I need to change?

In Canada do you actually have to charge tax on shipping? If so, that sucks.
