Can't create attribute values

Attempting to set up new store with oscommerce 4.14.63473.  I can add option names correctly, but when I double click the option name to add the option values to it, it just collapses the attribute name list into the elipses ...     According to the documentation this is how you do it.  I have tried 3 different browsers and all have the same behavior (Chrome, Edge and Firefox).

1. An option name has a child list of its values. One left click of the mouse is enough to open this list.

2. The ellipsis means that this list is empty. Click the Insert button to add a new value.
